At the end of February, Delfland, a Dutch waterboard responsible for water management, conducted a helicopter inspection flight with a special focus on infrastructure projects and greenhouse horticulture. Delfland checks for water safety during the construction of infrastructure. Besides ensuring water safety, Delfland also works on water quality in the management area.

During the February flight, eight greenhouse horticulture sites were identified as suspicious. This suspicion included yellow tubing leading to the ditch near silos or a wake in the ice near a discharge pipe. Furthermore, traces of leachate toward the ditch were observed at a manure storage site.
The suspected locations were inspected the same day to take immediate action in case of any wrongdoing. Of the eight suspicious locations identified from the air, an order under penalty was eventually imposed on one entrepreneur.
For the discharge of leachate from a manure storage, administrative law was applied in the form of an order under penalty, and an official report was also drawn up.

The calamity site near the Long Island residential area in 's-Gravenzande, where Delfland filled a ditch in February, was also rechecked and photographed. Research is being carried out at that site following the weak and sagging dike along the waterway.
At a large plastic processor, a penalty check was conducted during the inspection day on the discharge of wastewater. A violation was found at this company during previous inspections. An order under penalty is then a means to undo a violation or prevent further violations.
