Russia supports greenhouse industry with leasing program

The Government of the Russian Federation has approved a new state support program for the agro–industrial complex. Agricultural producers will be able to purchase high-tech equipment at a discount under the new preferential leasing program. This measure will operate within the framework of the Decree of the Government of the Russian Federation No. 1313 of August 7, 2021.

The purpose of the program is to accelerate the technical re-equipment of Russian agricultural enterprises and improve the quality of agricultural products.

In accordance with the Decree, the maximum discount amount is set at 45% of the cost of the leased item is provided in the case of the purchase of high-tech equipment and equipment that have a valid confirmation of the production of industrial products on the territory of the Russian Federation in accordance with the Decree of the Government of the Russian Federation No. 719 of July 17, 2015 “On confirmation of the production of industrial products on the territory of the Russian Federation” (i.e. for Russian equipment). If there is no such (i.e. imported equipment), the discount amount will be 25%.

At the same time, the subject of the leasing agreement can only be equipment that has not been in operation before. The full list of high-tech equipment participating in the program will be determined by the Ministry of Agriculture.

Organizations and individual entrepreneurs who are engaged in the production and processing of agricultural products will be able to count on state support under this program.

The support measure will take effect in full force from next year. In total, in 2022-2023, it is planned to allocate more than 24 billion rubles for its financing.
